PUBLICATION ETHICS

INTRODUCTION

The Editorial Board of the Scientific and Analytical Journal Burganov House. The Space of Culture strictly adheres to internationally recognised standards of publication ethics and is guided by the principles of the Committee on Publication Ethics (COPE). These provisions apply to all participants in the editorial and publishing process: authors, peer reviewers, members of the Editorial Board, and the editor-in-chief. The Editorial Board regards compliance with ethical standards as an essential condition for maintaining the journal’s high scholarly standing, ensuring readers’ confidence in the published materials, and strengthening the reputation of Russian humanities scholarship. Should any suspicion arise regarding a violation of the principles set out below, the Editorial Board will act in accordance with COPE’s recommendations and procedures.

ETHICAL RESPONSIBILITIES OF THE EDITORIAL BOARD

The Editorial Board bears full responsibility for decisions regarding the publication of submitted manuscripts. Publication decisions are made by the editor-in-chief on the basis of an assessment of the scholarly significance of the work, its originality, the reliability of the results presented, and the clarity of exposition, as well as the manuscript’s conformity with the journal’s thematic scope. Commercial considerations and other external factors have no bearing on editorial decisions.

The Editorial Board evaluates the intellectual content of manuscripts objectively and impartially, regardless of the author’s race, gender, religious beliefs, ethnic origin, citizenship, or political views. The sole criterion of assessment is the scholarly quality of the submitted work.

The Editorial Board is committed to maintaining confidentiality with respect to all materials received for consideration: information about a manuscript is not disclosed to anyone other than the author, the assigned peer reviewers, and — where there is a well-founded need — the publisher. Information about manuscripts under review must not be disclosed to third parties.

Unpublished materials contained in a submitted manuscript may not be used by members of the Editorial Board in their own research without the written consent of the author. Privileged information obtained in the course of the editorial process must be kept confidential.

Where a violation of ethical standards is suspected — whether before or after publication — the Editorial Board is obliged to take immediate action, following COPE’s recommendations and flowcharts. Where a violation is confirmed, appropriate corrections or retractions are published or, where necessary, an article is retracted.

RESPONSIBILITIES OF PEER REVIEWERS

Peer review is a key element of scholarly communication and is intended to assist the Editorial Board in making well-informed publication decisions. In addition, the reviewer’s engagement with the author can contribute substantially to improving the quality of the submitted work. The Editorial Board regards peer review as a responsible professional activity requiring strict adherence to ethical norms.

Any manuscript submitted for peer review is a confidential document. A reviewer may not show the manuscript to other persons or discuss it with third parties without the permission of the editor-in-chief. The confidentiality of the manuscript must be maintained even after the completion of the review process.

Reviews must be objective and well-reasoned. Personal criticism of the author is not acceptable; a reviewer is required to express their views on the merits and shortcomings of the work clearly and with justification, supporting critical observations with specific references to the text of the manuscript or to the scholarly literature.

A reviewer should identify published works relevant to the manuscript that the author has not cited. The reviewer should also draw the editor-in-chief’s attention to any substantial similarity or overlap between the manuscript under review and any other previously published material.

If a reviewer lacks sufficient expertise to evaluate a particular manuscript, or understands that timely review will not be possible, they are obliged to notify the Editorial Board and to decline the assignment. A reviewer must not agree to evaluate a manuscript in cases where a conflict of interest exists arising from competitive, professional, personal, or other relationships with any of the authors or with organizations associated with the work submitted.

Confidential information and ideas disclosed during the review process may not be used by the reviewer for personal gain. This requirement applies throughout the period of engagement with the manuscript and remains in force after the review process has concluded.

RESPONSIBILITIES OF AUTHORS

Authors are obliged to present the results of their research accurately and reliably. The manuscript must contain sufficient detail and references to enable the reproduction of results. Fabrication, falsification of data, and any dishonest manipulation of research materials are unethical and unacceptable.

Authors must ensure that the manuscript submitted is entirely original. Where the works or quotations of other authors have been used, proper attribution and bibliographic referencing must be provided. Authors should cite publications that have had a decisive influence on the nature and findings of the research presented.

Submitting the same manuscript to more than one journal simultaneously is unethical and unacceptable. An author must not publish works describing essentially the same research in more than one journal. Submission of a manuscript previously published in another outlet is not permitted.

Authorship should be limited to those individuals who have made a significant intellectual contribution to the conception, design, conduct, or interpretation of the research presented. All persons who have made a significant contribution should be listed as co-authors. Individuals who have participated in other, less substantial ways may be acknowledged in the acknowledgements section but should not be included in the list of co-authors. The corresponding author is obliged to ensure that all co-authors have reviewed and approved the final version of the manuscript and have agreed to its submission for publication.

All authors are obliged to disclose in their submissions any financial or personal relationships that might be perceived as capable of influencing the results or interpretation of the research. Sources of funding for the research must be stated in the text of the manuscript.

Authors wishing to include in their manuscript figures, images, or other materials previously published elsewhere are required to obtain permission from the rights holders and to provide documentary confirmation of such permission at the time of submission. Materials submitted without the relevant confirmation are considered to belong to the authors, who thereby assume full responsibility for their use.

If an author discovers a significant error or inaccuracy in their published work, they are obliged to notify the editor-in-chief or the Editorial Board without delay and to cooperate in the publication of a correction or in the retraction of the article. If a third party notifies the Editorial Board of significant errors in a published work, the author is obliged to provide evidence of the correctness of the original material or to take steps to correct it.

PEER REVIEW PROCEDURE

The Scientific and Analytical Journal Burganov House. The Space of Culture employs a double-blind peer review system: neither the author is aware of the reviewer’s identity, nor is the reviewer informed of the authorship of the manuscript. This procedure ensures the greatest possible objectivity and independence of expert assessment, eliminating any potential influence of personal, professional, or institutional connections on the outcome of the review.

All submitted manuscripts undergo an initial assessment by the Editorial Board, during which their conformity with the journal’s thematic scope, formatting requirements, and basic scholarly standards is established. Manuscripts that successfully pass the initial screening are forwarded for peer review to qualified specialists in the relevant field of knowledge. The Editorial Board typically appoints no fewer than two independent reviewers, ensuring the absence of any conflict of interest between them and the authors of the manuscript under review.

The review period is generally no longer than two months from the date on which the manuscript is forwarded to the reviewers. In exceptional cases requiring the engagement of additional experts, the review period may be extended, and the author is notified accordingly.

Following the completion of peer review, the Editorial Board reaches one of the following decisions: to accept the manuscript for publication; to return the manuscript for revision in light of the reviewers’ comments; or to reject the manuscript. The author is informed of the decision taken and, where necessary, receives the text of the review (without disclosure of the reviewer’s identity).

Review records are retained by the Editorial Board for a period of no less than five years. Copies of reviews are provided to the Ministry of Science and Higher Education of the Russian Federation upon official request in accordance with established procedure.

PLAGIARISM AND ORIGINALITY SCREENING

The Editorial Board of the journal Burganov House. The Space of Culture attaches the utmost importance to ensuring the originality of published materials. All submitted manuscripts undergo mandatory screening for borrowed content using specialized software. Plagiarism in any form — the appropriation of another’s text, ideas, data, or images without proper attribution — constitutes a serious violation of publication ethics and is not tolerated.

If significant improper borrowing is detected prior to publication, the manuscript is rejected and the author is notified of the reasons for refusal. If a violation is identified after publication, the Editorial Board initiates a retraction procedure in accordance with COPE’s recommendations. The Editorial Board reserves the right to discontinue collaboration with authors who have violated publication ethics standards and, where necessary, to notify the institutions at which the authors are employed.

CONFLICT OF INTEREST

Authors are required, at the time of manuscript submission, to disclose all financial and personal relationships that may have influenced or may be perceived as capable of influencing the results or interpretation of their work. Such relationships include, in particular, research funding from organizations with a vested interest, membership of governing bodies of companies whose activities are related to the subject of the research, and any other circumstances that may call into question the objectivity of the conclusions presented.

Reviewers who identify a conflict of interest in connection with the manuscript under consideration — whether competitive, professional, personal, or other relationships with the authors or with organizations involved in the research — are obliged to notify the editor-in-chief without delay and to decline to review that manuscript.

Members of the Editorial Board who have a conflict of interest with respect to a particular manuscript are excluded from participation in its assessment and in the publication decision. The Editorial Board strives to ensure transparency in the editorial decision-making process and to exclude any influence of competing interests on the evaluation of scholarly work.

RETRACTION (WITHDRAWAL OF ARTICLES)

The Editorial Board of the journal Burganov House. The Space of Culture recognizes that maintaining the integrity of the scholarly record requires a readiness to retract published materials where this is necessary. Grounds for the retraction of an article may include: identification of plagiarism or dishonest borrowing; falsification or fabrication of data; duplicate publication (substantial overlap with a previously published work by the same author without adequate disclosure); improper authorship; a concealed or undisclosed conflict of interest; and significant errors that call into question the scholarly validity of the findings.

The decision to retract an article is made by the Editorial Board on the basis of available evidence. In complex or contested cases, an expert commission may be convened. A retracted article is retained on the journal’s website but is marked with a clearly visible notice — “RETRACTED” — indicating the date of retraction and the grounds therefor. Readers are notified of the retraction, as are, where necessary, indexing databases and the institutions at which the authors are employed. The Editorial Board follows COPE’s procedures in handling all cases of suspected violations, both before and after publication.

OPEN ACCESS POLICY

The journal Burganov House. The Space of Culture provides free open access to published materials on the journal’s official website. Full texts of articles are made available in open access at no charge to readers. The Editorial Board is convinced that free access to the results of scholarly research promotes the expansion of international academic exchange and increases the public impact of academic publications.

SUBMISSION OF MANUSCRIPTS

Requirements regarding the formatting of manuscripts, text length, accompanying documentation, and other technical conditions of publication are set out in the “Guidelines for Authors” section on the journal’s website. The Editorial Board acknowledges receipt of manuscripts and keeps authors informed of the progress of their submission.

Declaration on the relationship between the publisher and the editorial board

The Editor-in-Chief of “Burganov House. The Space of Culture” also serves as General Director of the journal’s founder and publisher, Nauka i Iskusstvo LLC. The journal is financed by its founder. This relationship is openly disclosed in accordance with the transparency principles of COPE (Committee on Publication Ethics) and DOAJ.

To safeguard the independence of the scholarly process, the journal adheres to the following rules:

  1. All manuscripts undergo double-blind peer review conducted by external experts who are not members of the editorial board and are not affiliated with the founder.
  2. Manuscripts submitted by the Editor-in-Chief, members of the editorial board or employees of the founder are handled with mandatory recusal of the concerned parties from the editorial decision-making process. Such manuscripts are decided upon by the Deputy Editor-in-Chief or by the editor responsible for the issue.
  3. Financial and editorial functions are strictly separated: the decision to accept a manuscript is based solely on the outcome of peer review and does not depend on whether the author has requested any editorial services.
  4. The editorial board follows the COPE Code of Conduct and Best Practice Guidelines for Journal Editors and the principles of open access (Diamond Open Access).
